TOWN CLERK SERVICES
MARRIAGE LICENSES - couples planning to marry anywhere in New York State may obtain their licenses from the Town of Newburgh Town Clerk’s office. Both bride and groom must apply in person. Application must be made at least 24 hours, but no more than 60 days, prior to the marriage ceremony. If either party had been married previously, CERTIFIED proof of the termination of the prior marriage must be provided (copies not acceptable). Both parties must have TWO forms of ID, one of which must be an original or certified birth certificate, and the other of which must be a current picture ID. (Basically, the applicant is being asked to prove his or her name at the time of birth AND his or her name currently.) Marriage licenses are issued 8:30 a.m. until 4:00 p.m. during the week, and 9:00 a.m. until noon on the Saturdays we are open. The fee is $40.
DOG LICENSES - all dogs in the Town of Newburgh four months old or older must be licensed annually through the Town Clerk’s office. Proof of rabies inoculation must be provided. If the dog has been spayed or neutered proof must be provided also. The fee is $7.50 if the dog has been spayed/neutered, and $15.50 if not. Our Town Clerk’s office CAN NOT issue licenses for dogs outside the Town of Newburgh.
HUNTING & FISHING LICENSES - our Town Clerk’s office issues a wide array of hunting and fishing licenses through DECALS (Department of Environmental Conservation Automated Licensing System). Fees vary depending upon the type of license desired, and discounted fees apply to senior citizens. Proof of adequate hunter training must be provided by first-time licensees. Applicants need not be residents of the Town of Newburgh.
MUNICIPAL CODE - the complete municipal code of the Town of Newburgh is available on line by linking here and following the instructions. Printed copies are on sale in the Town Clerk’s office for $250.
GAMES OF CHANCE PERMITS - any bingo games, Monte Carlo nights, or similar activities to raise money for charitable or not-for-profit purposes must be licensed through the Town Clerk’s office with the State of New York. Forms are available online by going to http://www.racing.state.ny.us/charitable.
VOTER ENROLLMENT FORMS - applications to register to vote can be picked up in our Town Clerk’s office, or will be mailed on request. The Town Clerk’s office also has available applications for absentee ballots. Forms are also available from the Orange County Government web site. Go to www.co.orange.ny.us and click on the Board of Elections.
HANDICAPPED PARKING PERMITS- rear-view mirror tags authorizing the use of handicapped reserved parking spaces are issued by our Town Clerk’s office. Both temporary and permanent permits are available. The applicant must provide a certification of the disability from a medical doctor or podiatrist. The Town Clerk’s office does not issue any type of special license plates; these are provided ONLY by the Department of Motor Vehicles. Applicants must be residents of the Town of Newburgh.
NOTARY PUBLIC- Town Clerk Andrew Zarutskie is a fully qualified New York State Notary Public, and offers all Notary Public services.
REGISTRAR OF VITAL STATISTICS - Deputy Town Clerk Jeanne M. Patterson is the official Registrar of Vital Statistics for the Town of Newburgh. She can provide certified copies of death certificates, birth certificates, and marriage licenses originally issued by the Town of Newburgh, and genealogical data.
EXCAVATION AND ROAD OPENING PERMITS and PEDDLER’S LICENSES - the procedure for obtaining these documents will be explained by calling or visiting our Town Clerk’s office.
MAPS & OTHER PUBLICATIONS --- street maps of the Town of Newburgh and surrounding area are available for $4.50. Zoning district maps and election district maps are available for $5.00. A book of all zoning codes, including a map, is available for $30.00. Publications regarding other portions of Town of Newburgh code are available at various costs. Please inquire.
