Some towns 19 have canceled Halloween completely. I can't see 20 doing that because we'd basically be doing 21 something we could never enforce. 22 I will read this off as far as the 23 Halloween curfew for this year. "The Town of 24 Newburgh is concerned with the safety and welfare 25 of our children, along with the protection of TOWN BOARD MEETING - 10/13/20 1 18 2 private property. I hereby proclaim a Town wide 3 curfew on door-to-door trick or treating and 4 other outdoor Halloween-related activities. The 5 curfew will run from 9:00 p.m. until 6:00 a.m., 6 starting on Friday, October 30th, through 7 Saturday, October 31st, 2020. I am requesting 8 that parents inform their children and supervise 9 the implementation of the Town wide curfew so 10 that we may avoid problems and for the safety, 11 health and welfare of our Town's young people and 12 property owners. We're 4 going to -- GHD had done it the last time, the 5 engineering firm. What we're looking for is to 6 ask our engineer to ask the engineering firm for 7 the necessary documents and oversee the 8 installation and complete the system for this 9 SCADA programming system. 10 Just so we know, this might cost as 11 much as $200,000. As 17 most know, we're going through the process of 18 trying to purchase the Desmond Estate with the 19 Kaplan grant that we got recently for $1,000,000, 20 $700,000 to purchase the property and $300,000 21 for maintenance over the next three years. We do 22 want to do an environmental study or a phase 1 23 study. We did secure about two proposals. This 24 is, again, coming from Patrick Hines, Engineer 25 for the Town. We did talk about it, and it is a 22 good idea. If and when we do take over the 23 Desmond Estate, a number of our senior programs 24 will be there.
